I would like for a student to have a link when reviewing their quiz that they could send me an email about a particular quiz question and fromthe link I would be able to open and check that specific question.

This is somewhat similar to an existing feature in quizzes, but definitely different.
Currently students can flag questions while they are taking a quiz. The flag appears on the student's review page as well as the in the results report instructors and TAs can see. Flags are only clickable to students before they submit the quiz. This feature would be similar, but would be active AFTER the student submits quiz. The email part will need to be tied to the TA and/or Instructor assigned to the student's group - we wouldn't want to email all instructors in the course, just the instructors associated with the student.
