During grading within the first graded lab report, add an additional lab report that the TA has to grade that is the same across each section and across years. The lab coordinator would have a score and rationale behind it. This is the "standard" by which they can reign in hard /unfair grading and have a dialog with the TAs. Metrics would show TAs that are outside of a certain score deviation for intervention. And perhaps the TA is given back an analysis showing deviation from score and the Coordinator-provided comments/rubric.
